The Telangana Council of Higher Education (TGCHE) has issued a strong directive to all universities across the state, instructing affiliated colleges not to collect tuition fees from students who are eligible for government reimbursement under the RTF (Reimbursement of Tuition Fee) scheme.
The decision came after a series of complaints from students and media reports exposing how some government-aided, private, and university colleges were forcing students to pay at least half of their tuition fees — despite being entitled to 100% reimbursement by the State government.
The order came just a day after a published report titled “Rough Start for Degree Students” highlighted the financial burden being placed on economically weaker students, especially during admissions.
Several student unions and youth organizations had also raised concerns with the council and the State government, demanding immediate action.
Under the RTF scheme, students from low-income families are supposed to receive full tuition coverage, allowing them to pursue higher education without financial hardship. However, this promise is being undermined by colleges that continue to demand upfront payments.
TGCHE officials warned that institutions violating these instructions could face serious consequences, including cancellation of affiliation or government funding restrictions.
Students facing such issues have been encouraged to report directly to their university registrar or the Higher Education Department.
This move is expected to provide immediate relief to thousands of students across Telangana and ensure transparency and fairness in the education system.
